New user registration rules

Previously, each user registration had to be manually approved by an admin and this is/was manageable during low sign-up periods but also add a lot of friction to people who just want to take a look and participate in the forums.

We’re trialling a new system to prevent bots/scammers but as always this will take time to finetune so just a heads up!

Suggest in the site_settings.json add offensive names to the list so users can’t register with them:

      "setting": "reserved_usernames",
      "description": "Usernames for which signup is not allowed.",
      "default": "admin|moderator|administrator|mod|sys|system|community|info|you|name|username|user|nickname|discourse|discourseorg|discourseforum|support",
      "type": "list",
      "value": "ebassi-Drumpf|getmogged|gitbranch|slave|master|zcash|amdocs|six7",
      "category": "users",
      "preview": null
