Given the urgent need and this being a community donation effort (not a CFC proposal), the funds will be released periodically as they are collected instead of just waiting for the full funding.

This document exists because (the) United States has sanctions on Venezuela. Sanctions that look to press corrupted government individuals, repressive networks and government-controlled groups. And in theory, the humanitarian help is allowed. But after this fatal (doublet) earthquake, they had to issue a special license so that banks and companies could move funds and aid to Venezuela.
